Use coalition commitments to close loopholes across jurisdictions and penalize companies that enable procurement. This is the pragmatic path when a binding Security Council resolution is blocked.

  5. Work with regional hubs to close finance and re-export loopholes highlighted in the cause
  6. Publicly announce coordinated actions to set a global norm and pressure laggards
