Pennsylvania is considering adopting Advanced Clean Trucks (ACT) standards. The goal is to cut pollution from medium- and heavy-duty trucks by increasing the share of zero-emission truck sales over time. Winning means Pennsylvania’s Environmental Quality Board adopts the ACT rule and sets it up to start with model year 2028.

A push to cut diesel pollution on major routes
Why this matters now
Pennsylvania sits on major freight routes like I-80 and I-76, with busy warehouse areas like the Lehigh Valley. That traffic brings diesel exhaust that can worsen smog and trigger asthma and other heart and lung problems.
Supporters argue ACT would lower health harms and costs, reduce transportation emissions, and keep Pennsylvania from becoming a “dumping ground” for older diesel trucks as nearby states move to cleaner fleets.
What's blocking progress
The remaining step is a regulatory greenlight: Pennsylvania still has not adopted the Advanced Clean Trucks rule. Political pushback tied to “California standards,” industry resistance, and slow rulemaking can delay action.
